Press Release - Delaware County Public Health: Rabies Exposure

Posted:

PRESS RELEASE FOR IMMEDIATE RELEASE
A raccoon tested positive for rabies in the town of Delhi.  This is the fourth laboratory confirmed positive case of rabies in Delaware County in 2026.
A rabid raccoon exposed two dogs in the town of Delhi. The raccoon was sent for testing to the New York State Department of Health Wadsworth Laboratory. Both dogs are up to date on their rabies vaccinations and received a booster.  There was one human exposure and this individual began Rabies Post-Exposure Prophylaxis (PEP). Delaware County’s next free rabies vaccination clinic is on October 5th from 5:30PM to 7:30PM at the Deposit Highway Garage, 192 Front St, Deposit, NY 13754.
Once infected, rabies is a virus that has 100% fatality rate when left untreated, in mammals including humans.  Public Health recommends the following precautions to protect yourself and your family from possible exposure to rabies:
• Report any sick or strange acting wildlife
• Vaccinate pets and livestock.  New York State law requires that all dogs, cats and ferrets be vaccinated against rabies by 4 months of age.  Vaccinating your domestic animal not only provides protection for the animal, but vaccinated pets act as a barrier to keep the rabies virus from spreading between wild animals and people.
• Vaccination is also recommended for livestock with frequent human contact.
• Do not feed wildlife or stray animals and discourage them from seeking food near your home.
• Do not feed strays.  According to Public Health Law an owner is defined as any person keeping, harboring, or having charge or control of or permitting any dog, cat or domesticated ferret to remain on or be lodged or fed within such person’s house yard or premises.
• Do not approach an unknown animal, either wild or domestic, especially if it is acting in a strange or unusual manner.
• Report all animal bites and any contact with bats to the Health Department in your county.  Human rabies can be prevented after exposure by administering a series of shots.
• Keep garbage cans tightly covered and avoid storing any food outside.
• Children should be instructed to tell an adult immediately if they were bitten or scratched by any animal.
• If a pet not up to date on its rabies vaccinations comes in contact with rabid or suspected rabid animal the pet must be quarantined for six months.
• Vaccinated pets that come in contact with rabid or suspected rabies animal must be given a booster rabies vaccination within five days of the contact.
Exposure to rabies can be fatal for a human or a pet. Be sure your dogs, cats and ferrets are up to date on their rabies vaccinations. Vaccinated pets serve as a buffer between rabid wildlife and man. Protect them, and you may reduce your risk of exposure to rabies.
Public Health recommends that pet owners take advantage of any of the free remaining rabies clinics for dogs, cats and ferrets in Delaware County. Pre-registration is suggested for all clinics. You can pre-register at http://health.ny.gov/go2clinic
To report a suspected rabid animal call Delaware County Public Health Services at 607-832-5200.  For more information call 607-832-5200 or visit our website at www.delawarecountypublichealth.com

Dog Licensing

Posted:

Town of Delhi:  Public Service Announcement

The Town of Delhi Clerk’s office would like to remind residents of the Town and Village of Delhi that Article 7 of the New York State Agriculture and Market Law requires that all dogs older than 4 months be licensed.  Licensing ensures that all dogs have been properly vaccinated against rabies for the protection of both you and your neighbors. If your dog is spayed/ neutered the fee is $6.00 per year.  If the dog is not spayed/neutered the fee is $15.00 per year.

A $10.00 late fee shall be imposed on the owner where an animal is required to be licensed under the provisions of Article 7 of the New York State Agriculture and Markets Law, if said animal is not licensed prior to the expiration of the most recent valid license for the animal.  Late fee will be in addition to the renewal fee and any criminal or civil penalties. Fee will be imposed for each month the animal remains unlicensed, commencing the day after the license expired and accrue until animal is relicensed and all fees are paid in full.

If your dog is unlicensed and/or is caught running at large the dog is subject to seizure and you are subject to a court appearance and a fine, as well as redemption fees from the shelter.  Failure to license your dog may subject you to an appearance ticket to the town court and a fine.

The Town of Delhi has added a voluntary donation option to its dog license renewal applications. Pursuant to Chapter 59 of New York State law, which became effective in December 2025, municipalities are required to include a line item on dog license renewal forms that gives applicants the opportunity to make a contribution in support of the animal shelter managed or contracted by the municipality. Donations collected through this program will support the Heart of the Catskills Humane Society, the shelter serving the Town of Delhi.

Please remember the Village of Delhi has the following local law: Local Law 2-2004 §106-2 – Restrictions which states all dogs shall be restrained upon a leash while off the owner’s property…

Contact the Delhi Town Clerk at 607-746-8696x1 to get further information on licensing your dog.  You will need a current rabies certificate and proof of spayed/neuter from your vet if applicable. Please note that the office is open Monday through Friday 8:00am – 3:00pm.

The Dog Control Officer for the Town of Delhi serves on an 'on-call' basis. For dog control related issues within the Town of Delhi, please call the Dog Control Officer at (607) 242-5627.

Press Release - Delaware County Public Health: Rabies Exposure

Posted:

DELAWARE COUNTY PUBLIC HEALTH SERVICES

Bat tests positive for rabies in Delhi:
A bat tested positive for rabies in the Town of Delhi. This is the third animal in Delaware County to test positive for rabies in 2026. One person was exposed to the rabies virus and is being treated for rabies post exposure prophylaxis. No animals were exposed.
Once infected, rabies is a virus that has 100% fatality rate when left untreated, in mammals including humans. The vaccination of dogs, cats, ferrets and livestock is essential to protect animals against rabies. Bats carry rabies in their saliva and may transmit the disease through bites to humans and other animals. Most bats are healthy and can be helpful to humans by consuming insects, but some bats are infected with rabies. Prompt treatment following a bite or exposure can prevent rabies in humans.
Rabid bats may show abnormal behavior, such as outdoor activity during daylight. Rabid bats may be grounded, paralyzed or may bite a person or animal. Be advised not all rabid bats act abnormally. One rabid bat in a colony does not mean the entire colony is infected. Rabid bats rarely attack humans. But, because rabies can occur anywhere and because rabies can be fatal, strictly avoid direct contact with bats. Whenever contact with a bat is suspected, the local health department should be contacted to help evaluate the probability of exposure.
Public Health recommends the following if you or your pet encounters a bat:
•    First determine if a human, pet or livestock may have had contact with the bat.
•    If contact occurred, immediately wash the area thoroughly with soap and water.
•    Seek medical attention and contact your local health department
•    If you are uncertain or suspect of a person or pet was exposed to a bat, wear thick gloves and wait for it to land and cover the bat with a coffee can. Slide a piece of cardboard under the can trapping the bat. Tape the cardboard tightly to the can. Call the health department for further instructions.
•    Bats should only be captured if there has been direct contact with a person or pet, or, if the bat was found in the room of someone who might have been exposed while sleeping or, found a bat in a room with an unattended child, or see a bat near an intoxicated person or mentally impaired person.
•    Keep pets up to date with rabies vaccinations. If your pet has up to date rabies shots, then all that may be needed is a rabies booster shot within 5 days. Call your veterinarian.
•    Unvaccinated animals exposed must be quarantined 6 months or euthanized
•    Under certain circumstances, people can be vaccinated to prevent rabies if exposed to a bat that tested positive for rabies or if the bat is unavailable or bat was untestable.
An exposure to rabies can be fatal for a human or a pet. Vaccination of pets and other animals represents the best preventive measure available. Be a responsible pet owner by keeping your pet’s vaccinations current. Public Health recommends that pet owners take advantage of any of the free remaining rabies clinics for dogs, cats and ferrets in Delaware County. Pre-registration is suggested for all clinics. You can pre-register at http://health.ny.gov/go2clinic
